For becoming a District Collector, your friend has to appear for Indian Civil Service Examination conducted by UPSC (http://www.upsc.gov.in) every year generally notification for which are released in end of December or start of january in employment news.

Remember, Collector are appointed on Distric basis, and are IAS Officers
So, becoming an Collector you have to first become an IAS officers through UPSC.

Like wise any other employbility IAS has also post. After commissioning as IAS Officer one stats his/her career as an Under Secretary/ Junior Officer upto Cabinet Secretary the highest post for IAS officer.

This is just designation awarded to them. Functioning includes Sub-Collector, Collector, Administrator, Advicer, Electorate Officer, Chaiperson, Additional Direct etc.......

For Example- Notification for the Civil service examination 2010 was released in Emplyoment nnews dated- 02.01.10

Age limit: 30 years of age.

Since, you said that your friends age is 28 years, so after missing the oppurtunity for this year, he has only one attempts left for appearing for IAS examination for the year 2011.

Best of Luck

Procedure is nothing different then which is required for IAS.

Colletors are nothing but an IAS officers, so just focus on becoming an IAS officer.

UPSC (http://www.upsc.gov.in) conducts civil service examination every year on National level, forms are available generally from the last week of december to 1st week of january every year.

Detailed 7-9 pages Advertisement which contains every single information required in Employment News.

Exam is conducted in 3 phases Premilinary, Main and GD-PI followed by Medical Test.

Civil service exam for the year 2010 has been already conducted upto MAins, so you have to appear for it in 2011.

Till then starts preparing for it, because its not an easy task almost well systematic 18 months of Preparetion is required for it.

For more detailed information you can visit:- www.onestopias.com/
