Yes, every one is eligible to pursue the course if they fulfill the required eligibility criteria.

The eligibility to pursue the course at the Delhi university is :-
* Candidates must have passed the 10+2 from the recognised board.
* Candidates must have the English as core subject in the 10+2.

But the admission is on the basis of the cut off marks in the board aggregate. The cut off marks is near by 90% in the best four for the general category in almost all the colleges whereas there are relaxation on the cut off marks for the reserved category category.

So you can fill the application form and wait for the cut off to be released as the application form released in the month of the May.
