Can I get admission in NITs or IITs with 6.4 CGPA?

Can I get admission in NITs or IITs with 6.4 CGPA which is less than 6.5 IITs criteria but my percentage is 66% which is more than 60% of IITs criteria? What are the chances? And, what are other eligibility criteria?
