I completed my Higher Secondary in 2015 then failed in B.Sc 1st year then complete Diploma between 2016 to 2018 and I wish to take admission in B.Sc 1st year again. Is it possible now?

According to university guidelines, there is a period to complete the degree course. You failed in B.Sc 1st year exam in 2015. Now you are looking to complete the degree after a long time which is not possible because you can't complete the degree in the specified time based on rules and regulations.

Hence, you have to look for other options because you don't fulfill the eligibility criteria for readmission because of a long gap and there is no chance of completing the degree within the specified period.
