Is it possible to get admission directly in class 12th in another state after passing class 11th from another state under CBSE Board's curriculum? If yes, then how and to whom do I need to apply? Should I talk to the principle of the school or directly approach the CBSE Board?

Yes it is possible but only under high circumstances. The reason should be genuine and you should have done well in your 11th exam.
The most common reasons are : 1) Parents transfer
2) Medical Issue.
In any case you can get the required procedure from your respected school's principal.
