Eligibility to appear in 2nd counselling for a candidate with 20829 rank in APRJC CET?

Respected Sir/Madam, I have secured 20829 rank in Andhra Pradesh Residential Junior College Common Entrance Test(APRJC-CET). I don't know whether I am eligible or not for appearing in 2nd counselling. Can you tell me about this?
