Having backlogs in Graduation is going to effect admission in USA colleges or not?

Hi Mam/Sir, I just want to know that I have 40 Backlogs and I got 60% in my Bachelor of Computer Application which is of Three Years and I took Four and Half Years to complete it and will it affect my admission in US for MCS? Also I want to know that how much marks should I get in GRE and IELTS?
