How can I do BSc Open after scoring 67% in 12th

Yes, you are eligible to get admission in distance education in degree course.

The eligibility to get admission in distance course in undergraduate course is that the candidate must have passed 10+2 from the recognised board.

For admission in some of university you have to qualify in entrance examination conducted by respective for the admission. Few of the best government and private university which offers distance education is :-

Delhi university. www.sol.du.ac.in.

Indira Gandhi National Open university. www.ignou.ac.in

Lovely Professional university. www.lpu.in

Yes of course you are eligible for higher studies through distance education with any of the percentage you gained during exam.
LPU is the best institute if you allows me to suggest one better option to you.
