How to validate certificate in Visva-Bharati University for a BCom graduate with 14 years gap? Is it still possible to get jobs?

Hi, my cousin completed BCom from Visva-Bharati University around 14 years ago. But he was not able to validate the certificate on the university website with his registration number. How can he validate his certificate? Can he still eligible to apply for the jobs?
