If I fail in Class 12th HS exam of WBCHSE, do I have to repeat my study from Class 11th for 2 more years again?
Respected Sir/Ma'am, if I fail in Class 12th HS exam of WBCHSE, do I have to repeat my study from Class 11th for 2 more years again? If so, then is it better to withdraw and drop one year instead?

No, it is not necessary to repeat Class 11th if one has failed to qualify his/her Class 12th examination of WBCHSE and one can directly appear in Class 12th board examination once again.
