Is IGNOU equivalent to West Bengal State University?

Hi, I have a degree certificate of IGNOU. My friend is telling that a degree from IGNOU is equivalent to a degree from West Bengal State University. Is it true?

It is true. Degree provides by IGNOU is same validity as an state university degree.
