Dear Friend,
First thing you must note that if you had got any degree from any university of India then its valid in whole India and at any place,So Don't be in much tensions and second thing you must note the Degree is important it means its level is most important then the university especially yours marks.
So Karnataka state open university's ME( i.e Master in Engineering) In Electrical Engineering is valid in Gujarat.
