There is no such open university that offers the graduation course for 12th fail students.If some institutes promises to do so then that universities are the fake one & the degree from that institute possesses no value.So it is advisable to you to complete your 12th class again from the National Institute of Open Schooling with good percentage & then further proceed for the graduation after that.

It's not a good news that you are failed in 12th but you have a chance to do graduation with some good open universities such as:
1. Dr.babasaheb ambedkar.
2. Dr.b.r. ambedkar.
3. Indira gandhi national.
4. Karnataka state open university.
5. K.K. handique state open university.
6. Kota open university,rajasthen.
7. Madhya pradesh bhoj open university.
Now you have different options to do graduation.
From now onwards,concentrate on your studies.

There are very few institutes or universities that provide you an opportunity to do graduation after failing 12th standard.
Some of the universities which are a bit renowned are:
1.JNP College of Arts.
2.DJS College of Arts and Commerce.
3.BR Ambedkar College
etc.
Apart from that I think that rather than going for a fulltime course you should go for distance learning which is offered by LPU or Amity or JPCT.
