Possibility to change from MIL Odia to MIL Hindi before appearing for CHSE 2020 exam session?

Hi, can I change my MIL Odia to MIL Hindi before appearing for Council of Higher Secondary Education, Odisha - CHSE 2020 exam session? Do I need to submit application form to the Principle of the school or to the CHSE board directly?
