Is it possible not to appear for KT and write TY B.Com fully freshly?

I have a KT in my TY B.Com but I am not interested to give KT exam and I want to do TY B.Com fully freshly. Is it possible? Will the college and the university allow me? Or, will I have to appear for KT only?
