Hello friend,
The selection of Sub Inspector in the police Department is made through the public service commission of a particular state. The Union Public Service Commission do not conduct any entrance exam on national level for recruitment of sub-inspectors.
However, for every state, the minimum educational qualification required is a bachelors degree, in any stream.
The age limit and relaxation of age varies as per the standard set by the public service commission of the particular state.
Therefore, you must visit the official website of the public service commission of your state.

No dear, you can not apply for SI., Min qualification is graduation degree and as you have graduation degree you are eligible but you are not place in between the age limit. Lower age limit is 21 years.
So, I suggest you to do something else and then try for this examination.

GOOD LUCK
