1.Graduate from any recognized University.
2.Qualify in the Civil service examination .
3.Higher order rank in selection for civil services and opt for foreign service.
4.Distinguished administrators can also be appointed by the President.

Hi dude,
RTO stands for Regional Transport Officer.
This exam is conducted by Public Service Commission.
RTO exam is to recruit the candiates for mainly 3 posts:-
JUDICIAL POST
CLERKSHIP POST
THE SUB ASSISTANT ENGINEER POST.
For Judicial post:-
You need have graduation degree from a reconized university of law.
Your age need to be between 19 to 23 years.
You need to be citizen of India.
You need to have knowledge of the state mother toung .
For Clerkship post:-
You need have completed 12th from a reconized board of the state.
You need to be citizen of India.
Your age need to be between 18 to 37years.
For The Sub Assistant Engineer post:-
You need have done graduation in engineering from a reconized university of the state.
You age need to be between 23 to 30 years.
For more information regarding the exam and applicatiion visit the nearest RTO office .

Regional Transport Officer (RTO) Exam is conducted by Public Service Commission.
Eligibility Criteria:
Educational Qualification-
to apply for the test You must have a pass in 10th/matriculation.
Age-
21 Years to 30 Years for General candidates
3 Years of relaxation for OBC candidates
and 5 Years of relaxation for SC / ST candidates.
Generally, In Maharashtra The exam is conducted in the month of March.

RTO Examination are generally conducted by public service commission of each state of india.

Syllabus pattern followed for the Priliminary exam is as follows :-

GENERAL KNOWELDGE
GENERAL ENGLISH
GENERAL STATE LANGUAGE
GENERAL STUDIES
OPTIONAL SUBJECT

ELIGIBILITY CRITERIA:

For Judicial Service:
You need to complete the degree in law.
The age limit should be between 23 to 34 years.

For Clerkship Post:
You should be complete the 10+2 from any recognized school.
The age limit should be between 18 to 37 years.

For sub assistant Engineer:
A degree in engineering like in civils, mechanical or electricals.

Age-
a. 21 Years to 30 Years for General
b. 3 Years of relaxation for OBC candidates
c. 5 Years of relaxation for SC / ST candidates.
