RIOS Board candidates are eligible for commercial pilot licence or not?

I am 12th failed. I know that NIOS candidates are eligible for commercial pilot licence but I want to know whether RIOS (Rural Institute of Open Schooling) is eligible for commercial pilot licence or not?
