BA LLB is an integrated course in Arts and Law. The total duration of this course is five years. SSC CGL stands for Staff Selection Commission Combined Graduate level examination. The minimum educational qualification required for this examination is bachelor's degree from a recognized university. Final year candidates of bachelor's degree are also eligible for SSC CGL examination.

No, it is not that you have completed your three years in BA LLB then you are equivalent to bachelor's degree. You can apply for SSC CGL exam in final year of BA LLB that is in 5th year. It is an integrated course and hence overall duration is treated as final for bachelor's degree.

SSC stands for Staff Selection Commission.
It conducts CGL(Combined Graduate Level), CHSL(Combined Higher Secondary Level) and other competitive examination for recruitment in non-techcal non gazetted posts in Government of India and state governments.

Eligibility to appear in SSC CGL are
-Candidate must have completed their bachelor degree with any subject from an university recognized by UGC.
-Candidate must be of age 18 to 27 years.

For Statistical Investigator grade II, candidate need to be less than 26 years.
Also, candidate need to have degree in their hand on or before 1st January in the year of examination.

Since, LLB is also a bachelor degree, so you are eligible if you fulfill age criteria.
Being LLB graduate, you can not apply for Compiler, Statistical Investigator grade II and Assistant post but there are also lot many posts available through CGL in which you can apply.
