Is there any chance to attend the PGCET counselling with one backlog?

Hello Sir, I have completed my B.Tech course in 2015-2019. But, unfortunately I have only one backlog in 4-1 semester. And, am I qualified for PGCET as well? So, is there any chance to attend at PGCET counselling?
