My GATE score is 585 and Rank is 669 (General). Is there any chance of getting IIT, NIT, or any other college which offer Phd Programme at this score.

Since, you have not mentioned your GATE Paper, so it is not possible to answer your query specifically considering the case of your discipline.

But, a GATE score of 585 is decent enough to give you fair chance for M.Tech admissions in 2nd Generation IITs (other than OLD IITs) and good NITs (not the top 5 NITs) in good specialization. You can also get some option in top NITs and IITs if you go for the option of slightly less preferred branches or interdisciplinary branches.

As far as the possibility for PhD is concerned then the call for written and/or interview for PhD admission is very much available from all institutes if you have good academic background and good research proposal.

To have some clear idea about your possibilities in various IITs and NITs, you can refer to the past year GATE cutoffs for these institutes by referring to their admission portal while for NITs GATE cutoff, you can refer to the CCMT portal.
