No, it is not such as of now. SCRA stands for the Special Class Railway Apprentice and the examination is conducted by the UPSC.

The examination for the 2016 will be conducted on the 10th January and the application for the examination is released. So you can appear for the examination.

No, there is not so as according to the notification for the SCRA released by the UPSC . Special Class Railway Apprentice is a special examination conducted by the UPSC every year for the selection of the 42 candidates.

No, UPSC is not going to remove SCRA 2016 examination. The UPSC has already announced the important dates for SCRA 2016 examination. No, its not true the confirmation regarding this news is not being made by higher authority. So, one cannot say that SCRA examination is not going to take place. Official notification about the upcoming examination dates of SCRA examination is soon going to published in the official page of UPSC portal.
