Under what circumstances does college placement become a problem?

I am B.Tech final year student and I got in 10th 59.6 %from ICSE Board. 12th with 73% and B.Tech 75%. In 10th 0.4% less than 60% it effect in campus placement the 0.4% or can I make it 59.6 into 60%?
