I have completed B.Com with 40% and Post Graduation in History with 60%. Now, am I eligible to apply for either Trained Graduate Teacher (TGT) and Post Graduate Teacher (PGT)?

For the PGT or TGT along with the postgraduate and undergraduate respectively, you need to have B.Ed or D.Ed qualification.

So, you will have to pursue B.Ed course to become eligible for CTET or TET examination.

You are not eligible for the TGT but eligible for PGT if pursuing or have passed B.Ed from a recognised university.

The eligibility to appear for the PGT is that candidate must have passed master degree with minimum 50% aggregate and also possess B.Ed qualification.

Entrance examination is conducted for the selection and after qualifying in the examination become eligible for the selection.
