I want to know that if i am fail in 3 subjects in 9th std can i give 10th board externally and 10std externally

Yes, absolutely you can do the following you will have to register with the NIOS board i.e the open school
You will also be required to submit the following document
Your 9 standard results
You will also have to select the subjects that you will appear for the following year
After the registration you will be given some specific time and arrangements will be done for your practical purposes
