It varies from state to state and generally it takes around 20 to 25 years to become IAS if you join as deputy collector.

And how many deputy collectors will be there for a district?

it also varies from district to district but in a medium size district there are around 8 to 10 deputy collectors under one district collector.

Pay scale is 15600-39100+ 5400 Grade pay

I.e basic pay is 15600+5400= 21000/- plus D.A rates applicable at that time + HRA + Transport allowance.
