No, it is not possible for any coaching center to provide graduation degree certificate for IAS exam.

No, there is no such integrated course offered by any university for bachelor's degree in Delhi. Delhi is the most suitable place in India which provides conducive environment for preparation of Civil Services examination. Delhi has lots of good coaching institutes for Civil Services exam like Vajiram and Ravi IAS, Vision IAS, ALS tutorials etc.

The best thing you can do is to pursue bachelor's degree from any college of Delhi University and from second year of bachelor's degree, you can join any good coaching institute mentioned above according to your interest.

General studies coaching is generally 2-2.5 hours daily offered by these institutes. You can do it in evening time slot. Before joining coaching institute, make sure, you complete NCERT books of social science and science from standard 6th to standard 12th.
