Ph.D programmes just need UGC approval, they don't have anything to do with AICTE, which is mostly concerned with bachelor and master degree level professional courses.

Hence, if an university is approved by UGC, then you shouldn't worry about AICTE, if you are interested in pursuing Ph.D programme.
