If a pupil gets a fail marks in maths subject is she/he promoted??? If not please tell the detail process. To pass in 10th std ICSE 2021.

Yes, all the students in std 9th in academic session in 2020-21 are promoted to std 10th for academic session 2021-22.

But, there are no notification regarding the promotion in the current year for those studying in std 9th in std 10th next year.

Yes, 9th standard exam cancelled...all the exams you can give on online basis open book exams. Than you will promoted to next class.
Session 2020-2021 9th standard students promoted to next class on online exam basis.
