First of all just go to the admission cell of the related school in which you want to take admission and ask for admission form. Fill the form and submit it to the admission cell along with required documents :

No, it is not possible to change board.
So, you have to continue your 10th with ICSE or other than this you have to make a gap year to continue class 9th from CBSE. As there are PSA and Semester examination in class 9th which is necessary to appear to get admission in class 10th. |

You will have to follow the below mentioned steps in order to change your school in class 10 in another board;
> Collect all of your educational documents from your previous school. > Submit a written application to your previous school and the board. > Contact the prospective school where you wish to get admission and ask about their admission requirements. > You will also need and affidavit citing the reasons to change board in class 10. |

Re: What is the procedure to change board in class 10th?
There are no option for you to change your Board at this level. You must be aware of the fact that every student needs to be registered with the concerned Board for appearing in the final Board exam. The registration procedure is done in class 9. If you wish you change your Board , you won't be permitted as the registration procedure for registering you with the Board cannot be done in class 10. So, even if you change your school, you cannot be permitted to appear for the Board examination. So there is no point in changing school if you are not allowed to sit for the exam.
