Yes, you can appear in JEE 2022 and JEE 2023 if you are going to register for the Class 12th board examination in 2022 for the first time as you did not register for Class 12th board examination in 2021 means it would not get counted as your first attempt of Class 12th board examination.

Only those candidates who have passed the Class 12/equivalent examination in 2020, 2021, or those who are appearing in Class 12/equivalent examination in 2022, are eligible to appear in JEE (Main) – 2022.

Re: Whether I can attempt JEE 2022 and JEE 2023 both or not?
For JEE examination a candidate should have appeared for the class 12th examination for the first time in either 2021 or 2022 with the subjects Physics, Chemistry, and Mathematics. Candidates who had appeared in class 12th examination for the first time in 2020 or earlier are not eligible to appear in JEE 2022 or 2023.
The eligibility to apply for JEE is a candidate must have passed 10+2 with the subjects Physics, Chemistry, and Mathematics from a recognized board in 2020 or 2021 or appearing in 2022. There is no age limit to apply for this entrance examination. Students can appear in the JEE Main examination for three consecutive years. The entrance test is expected to be conducted in two attempts. |

Re: Whether I can attempt JEE 2022 and JEE 2023 both or not?
1. Two different sessions of JEE main conducted in different years have no interrelation between them so you cannot simply appear for JEE advanced 2023 if you qualify JEE main 2022.
2. The applicant must have scored 75%+ in class 12th to appear in JEE exam. |

Re: Whether I can attempt JEE 2022 and JEE 2023 both or not?
Candidate appearing in the 12th standard in 2022 is eligible to appear in the JEE advance 2022 subjected to fulfillment of other eligibility criteria.
You can appear in the JEE advance maximum two consecutive times i.e. in the year 2022 and 2023 because maximum two attempts are allowed that too in the consecutive years of passing of class 12th. |
