I am a 12th std student. I am an Indian. I wish to do my graduation in Germany. For studying in Germany, whether i want to study IELTS????

For studying in Germany, IELTS or TOEFL examination is not mandatory to demonstrate English language proficiency.
You won't need to submit your IELTS test results to a German university if you finished your bachelor's degree in English.

Yes, the candidate needs to qualify for the IELTS or any other equivalent English language test to get admission to the top universities of Germany. But there are some german universities in which the candidate can get admission without clearing any English language test.
