Dear Friend

There is no percentage bar to be eligible to apply for Civil Services examination.
A graduation degree from a Govt. of India recognized university is sufficient.

However you must fulfill the age criteria and citizenship criteria.
Age limit is
21-30 years for GEN category
21-33 years for OBC category
21-35 years for SC/ST/PH category

For any further details you can refer the Civil Services notification published for 2011 exam.

Yes , you are eligible. Because only graduation from any recognized university is required for the Civil Service exam . So you can give the exam with 50% in graduation .

Marks percentage in civil services is not a criterion for civil services. Graduation in any subject is enough to apply. You must have 21 years to apply. Upper age limit is 30 years. Relaxation in age is there for reserved category candidates. In usual case, one can attend the test at most 4 times.
