can a hindi medium student also join merchant navy?...please tell me if its possible

yes, hindi medium student can enter in to Insdian navy but you should have minimum knowledge on english. You should be aware of little speaking skills in english.

Yes,
You can apply for merchant navy courses.But you should attain minimum english knowledge.
criteria
Age-17 - 25 years
Education- At least 60% marks in 10+2 science stream with Physics, chemistry , Maths as mandatory subjects.
