IAS refers to Indian Administrative Service and to be an IAS Officer, you are required to qualify the Civil Services examination held once every year by UPSC.

Further, the minimum education required for appearing in the Civil Services examination is a graduation degree in any discipline from a recognized university.

Since, you are interested in becoming an IAS officer, so in my advice you should directly go for a graduation degree course instead of diploma in engineering degree course as it is not equivalent to a graduation degree course and you are required to have completed graduation degree course for appearing in the Civil Services examination.

For complete information regarding the Civil Services examination, you can refer to the link www.upsc.gov.in.

Therefore, on the basis of diploma you will not be eligible to appear in this examination.

You cannot apply for IAS Officer post after diploma. For this post a graduation degree is compulsory. Age limit to apply for this post is 21 years. You need to attend the UPSC civil services exam as part of the selection process for this position. You should try to clear both preliminary and main level exams first. Personal interview is the last round of selection process for those who clear written exam.
