If i want to admit in 2nd year of b.tech in any engg.college by complete 3year diploma engg. course from any polytechnic,then can i get educational loan?if possible please give banks name with details

I have completed my hsc. I want to get admitted in B.tech at Sastra university.
Can i get loan for deemed university?
if so what is the criteria?
