Can we change 11th state board to 12th CBSE Board? If yes, then procedure?
Can we change 11th state board Telangana to CBSE 12th? Is it possible? And, can we do Bachelor degree B.Com in Karnataka state? Am I eligible for government jobs in Telangana state if I did degree in Karnataka state?

It is not possible.
A candidate can not register for board exam in 11th standard in state board then appear for it from CBSE. You will have to take admission in 11th standard in CBSE to appear for 12th board exam. |

Candidates are not eligible to change the board in 12th.
So, either you have to appear for 12th with the same board or have to take readmission in std 11th if you want to change the board. Yes, if you complete the degree from any recognised university you are eligible to get government jobs. |
