Hello friend,
For IAS and IPS, you will have to appear for Civil Service Exam conducted by UPSC every year. Since you are a graduate, you are eligible for the exam provided you are within the age limit of 21-30 years. The maximum age limit is relaxed up to 5 years for candidates belonging to SC/ST category and 3 years for OBC's. Since the examination for IAS and IPS is common, the candidates who scores highest are elected for IAS and other qualified candidate are selected for IPS.
