Yes, you are eligible to join Ph.D after completing MA from a recognized institute. Master's degree must be obtained with a minimum of 55% marks. Selection of the subject of studies must be in accordance to your educational background. Admission process is usually conducted on the basis of University level entrance examination. NET score is also considered for admission.
