The amendment you are talking about is yet to come into effect. The council has made a proposal according to which commerce graduates who has scored 55% or more and non-commerce graduates who has scored 60% or more shall be exempted from Common Proficiency Test. However, the proposal has not been yet approved and therefore, Common Proficiency Test remains mandatory as of now, for candidates wiling to pursue Chartered Accountancy course.

So, even being a graduate, you will have to first of all qualify the Common Proficiency Test to be considered eligible to enroll for the Integrated Professional Competence Course.
