If a candidate passed the NET exam (MCA) after attaining the age of 35 years, is he eligible for Govt Lecturer/Asst Professor job?

Yes, NET qualified can apply for the profile of lecturer or Asst Professor. PG holders from any of the recognized University can appear for NET. They must hold a minimum of 55% mrks. Age is not a criterion. Applications for the job can be submitted online via the website of the concerned institute.
