If I have 4 attempts in Bihar Public Service Commission will I be able to apply for UPSC? And, what about states individual exams like that of West Bengal and Uttar Pradesh?

There are some changing done in number of attempts in UPSC entrance test. In previous years it was only 4 attempts for general candidates but now according to new norms there are total 7 number of attempts for general candidates and for OBC it is 10 and unlimited for SC/ST.
In state level exams also there are same rules regarding number of attempts.

UPSC conducts Civil Service Examination for recruitment as an officer ( I.A.S, I.P.S, I.F.S )

The required minimum qualification is that candidate must have passed bachelor degree from a recognised board.

The maximum number of attempts is 6 for general category and age limit is 21-32 years.

There are no limit in State Public Service Commission. Majority of State governments allow candidates of different category to apply upto their upper age limit. For example, in case of BPSC, it is 37 years for general candidate.

However, in case of UPSC Civil Services exam, there are limited attempts:

1. Open category: 6 attempts.

2. OBC: 9 attempts.

3. SC/ST: upto their upper age limit that is 37 years.

First thing I would like to let you know that UPSC ( Union Public Service Commission ) examination is usually used to refer Civil Services examination which is held by UPSC for recruitment of administrative officers such as IAS, IPS, IFS, IRS, etc. .

--> As far as you are concerned about the maximum number of attempts allowed for appearing in Civil Services examination then it is mentioned below :-

* For general category candidates :- 6 attempts.

* For OBC category candidates :- 9 attempts.

* For SC/ST category candidates :- No limit.

Also, I would like to let you know that Civil Services examinations and BPSC examinations are two separate and independent examinations and hence 4 attempts in BPSC examination is not considered while counting the number of attempts in civil services examination.
