I want to know these things:
1. Is Singhania University of Rajasthan, UGC and Central University of Rajasthan approved or not?
2. Will it be equivalent to Central University PhD or not?

Yes, it is approved by UGC and you can surely apply for admission in it. Ph.D from the said university will be valid wherever required being a UGC recognized qualification.

Central University of Rajasthan is no doubt a better university and will be better option considering the fee. But admission in a central university is possible only when you have an excellent academic record.
