Is it legal for CBSE school to demand fees for admission?


My son is studying in a cbse affiliated school and is now promoted to class 10th. The school is demanding for a sum of 12000 as admission fees.
Is it legal to demand such fees?

There is no fee for the promotion to std 10th. The charge is called as Registration fee which is charged by CBSE but it is only nominal fee.

The fee criteria varies with school as these private schools are having discretion over it.
