According to your aim you have to opt for non medical stream with physics ,chemistry and mathematics in 11th and 12th. After completion of your 12th you have to take admission in Bachelor of Engineering or Bachelor of Technology by qualifying the joint entrance examination. After completion of your B. tech degree you have to appear in the Civil Services Exam that is conducted by Union Public Service Commission to become IAS officer.

Yes, you can fulfill your both desire of pursuing engineering and becoming an I.A.S Officer.

To become an I.A.S Officer minimum required qualification to appear for examination is graduation degree from any recognised university.

So, you need to pursue 10+2 with PCM and then pursue engineering course and after completing the course can appear for entrance examination conducted by UPSC for recruitment as I.A.S Officer.

Civil Services Examination.

IAS stand for the Indian Administrative Service and to become an IAS officer you need to qualify the Civil services examination. The Civil services examination is conducted by the UPSC once in every year. To appear in the Civil services examination you need the following eligibility criteria.

Eligibility Criteria for IAS Examination.
-- Pass graduation degree in any discipline from a recognize University. Final year graduation candidates can also appear in this examination.
-- The age must be between 21 to 30 years at the time of examination. The age relaxation is also applicable for reserve category.

So, as per criteria you are not eligible to apply for the civil services. I advise you to first complete your graduation degree with good marks and then think about the civil services examination. For more information regarding the civil services examination kindly visit the official website of the UPSC : http://www.upsc.gov.in
