Yes, you can study MS (Information System) in Germany after completing your B.Tech course in ECE stream with 54% aggregate marks from a recognised university. To get admission in MS (Informaion System) course, you must have a valid TOEFL/IELTS examinations score. By reporting your examinations scores, you can apply for admission to MS course in German Universities.

Your marks in bachelor degree in very less and hence it is very tough to get admission in Germany. For getting admission in MS in Germany you have to face GRE exam. My suggestion to you is that you should try to score more than 60% in your GRE exam for ease in getting admission in any institute of Germany. You will need a visa application form, health certificate and Proof of Adequate Financial Resources at the time of admission in Germany.
