There is no percentage criteria required to appear for the IELTS examination. Irrespective of the total percentage you have secured in 12th or equivalent, you can appear for the IELTS examination. IELTS is the test which you need to give to prove your english proficiency for getting admission in foreign universities. The validity of IELTS examination score ia of two years.

This depends upon your IELTS institute. But According to me minimum 55% is required, if you apply for Australia or Canada.
