Hello sir, i have completed my B.E in India with 18 Backlogs and all the backlogs cleared and now i am planning for higher studies in either USA will i get accepted by universities as well as for visa?

As per you academic there is very low chances that any university will accept you. You can apply for various international exam and score good . This will give you a fair chance to apply for University and help you to get Visa.
