Sir, i am central govt. i want to do iti. Can i do iti from electronics by distance course. Tell me this type of institute or university please

No you can't. As it is a technical course attending classes are required for practical knowledge.

No college will give you iti in distance mode.

Yes it can be done through distance learning .
It's mostly a practical oriented course which requires you to get trained in a particular trade.
