No, your minimum height should be 157 cms(Female ) and for Male 170 cms.After that you are eligible for Bihar Police.

Being 148 cm tall, you are not eligible for joining Bihar Police as a Constable or as a Sub-Inspector as the minimum height requirement for female candidates to join Bihar Police is 155 cm for female candidates from all category.
